Cold-Fashioned Potato Salad

Although this picnic-ready potato salad application does call for a fair amount of fat in the form of mayonnaise, it's balanced by the cider vinegar and mustard.   • pounds small red potatoes
  • tablespoon + 1 teaspoon kosher salt, divided
  • tablespoons apple cider vinegar
  • mayonnaise, homemade, if possible
  • teaspoon mustard powder
  • chopped fresh parsley
  • tablespoon chopped fresh tarragon
  • diced celery
  • diced red onion
  • teaspoons minced garlic
  • diced cornichons
  • teaspoon kosher salt
  • teaspoon freshly ground black pepper
